这个法规的意思是就算 ChatGPT、Claude 或者其他境外大模型允许中国大陆使用，但只要没备案那么使用就是违法的。

感觉 claude 是不是有什么抓 ip 的办法，之前我在另一个网站也是全套代理被抓到真实 ip 了，这个很明显就是他们检测到中国 ip 才封号，否则就是违法用户条款的邮件

@YangWaleed 你说得没错啊，中转站是有这个风险，“服务的提供方”，但是我们讨论的是个体使用国外大模型自己用而已，这时候不管是否备案都不管的。违法的主体，是提供方。
